Douglas P. Wheeler earned a bachelor's degree from Hamilton College in 1963, and a law degree from the Duke University School of Law in 1966. Wheeler joined the U.S. Department of the Interior in 1969, and for seven years he was Assistant Legislative Counsel and Deputy Assistant Secretary for Fish, Wildlife, and Parks.
